Relevance of Policy Commission
Context
The government had constituted the Policy Commission to bring new ideas. Its first objective is to act as a think tank through which new and innovative ideas are obtained from all possible sources like industry, academic, civil society or foreign experts and the government system remains open for the implementation of these ideas. Various initiatives such as Ayushman India, our approach towards artificial intelligence and water conservation measures and draft bill for the establishment of National Medical Commission to replace the Medical Council of India etc. have been conceptualized by the Commission and forwarded by the concerned Ministries. being taken. Now the question is whether the policy commission is just a think tank or it has some other work and what is its relevance in the present?
Why is the policy commission necessary?
Policy commission as a think tank
- Collecting new ideas and sharing them with the Central and State Governments, ensures that there is no inertia in this institution, which is quite natural in being in an organization or institution.
- The policy commission can emerge as an agent with change in time and it contributes to the Prime Minister's agenda for improvement in the administration and also implements innovative measures for better delivery of public services.
Center as the coordinator of the states

- From this point of view, the Policy Commission is the most suitable place to achieve this coordination and forward the agenda.

Improvements in innovation
- The Atal Innovation Mission, which has been set up by the policy, has already done commendable work to improve the innovation ecosystem in India.
- Apart from this, the commission has established more than 1,500 unauthorized tinkering labs in schools across the country and by March 2019, the number is expected to reach 5000.
- In order to encourage young innovators and start-ups, 20 Atal Incubation Centers have also been set up by the Commission.
- Therefore, this commission has remained an integral and relevant component of the government's plans to establish a skilled, transparent, innovative and responsive governance system in the country, with the performance of better work culture.
Criticism of the Policy Commission
Immoral praise
- Some critics believe that without the model of planning for development, India can not change with new ideas.
- The replacement of the Planning Commission by the Policy Commission demands the work of transforming an unequal society into a modern economy, which ensures the welfare of all citizens of its society.
- However, due to direct guidance in the field of public or private investment, it has no role to play. It seems that long-term results have no effect on policy making
- If the policy commission is considered think tank, then it implies that it maintains a respectable intellectual distance from the government at the time of creation of new ideas.
- It delivers the properties of the private corporate sector without the appreciation of the basic and socially oriented contribution of the public sector as the Savior of the Indian economy.
- Apart from this, critics also believe that how can countries like India change themselves with new ideas and strategies, while there is no pattern of planning for development?
- For example, this commission will be asked about various questions such as the rise of the majority of the poor in the country. How does each executive member of the Indian population get a decent job with minimal minimum wage and social / employment protection? Why more than half of the workers in the organized sector are bound to perform 'unsafe' or 'informal' labor? Etc. have not been able to present any systematic framework yet.

What did other countries do to create policy?
- Now we need to learn from the experience of industrialized countries. As a result of this decision, there has been an increase in poverty along with economic growth at unprecedented scale.
- Thus, China became a "world factory" supported by the National Development and Reform Commission and supported by industrial policy.
- In the same way industrial policy was planned in all East Asian and Southeast Asian countries and they were executed under five years or long term plans.
- This decision was also right because these countries created the structure of the scheme in the 1980s and 1990s, which were supported by industrial policy and implemented by the bureaucrats.
- Thus these countries maintained their development.
- The creation of bad policies reflects an unbelievable understanding, so the Policy Commission will need to develop into a stronger organization than ever.
Forward path
- Therefore, while learning from other countries, there is a need to make some necessary corrections to the strength of the Policy Commission.
- For this, there will be two major changes in administrative structures.
- Firstly, the plan will have to be decentralized within the five year plan framework.
- Secondly, the bureaucracy must be changed from general to expert and based on the results of their accountability, rather than investing or spending money,
- Simultaneously, the Policy Commission should understand how these reforms will be implemented.
